Gov. Heineman Delivers Closing Remarks as Nebraska Legislature Concludes 2010 Session

Gov. Dave Heineman highlighted several accomplishments as the 2010 legislative session concluded today at the State Capitol.

"Our state has been strengthened by our partnership during this legislative session," Gov. Heineman said. "We are in an exceptional and enviable position in comparison to colleagues across the country. Nebraska's financial health and stability is stronger than most of our peers because we have worked together and because we adhere to the basic principle that has served Nebraskans and our state so well. We don't spend money we don't have."

The budget adjustments approved this year call for a two percent reduction in FY 2010-11 for most state agencies, with exceptions for education and public safety programs.

"Our strategic decisions have placed us in position to weather our financial challenges. During this session, we also took several actions to take advantage of new opportunities."

Under LB 1018, private developers can qualify for refunds for new cultural projects such as museums, performing arts venues, recreation and entertainment venues, and dining establishments.

Gov. Heineman said, "This addition to the Nebraska Advantage provides incentives for projects that add to the quality of life factors important to Nebraskans. It is opportunity for local residents to decide what kind of economic development opportunities they want to support."

Another important measure approved was legislation on wind energy development. LB 1048 was designed to help encourage the development, ownership and operation of renewable energy facilities for the export of wind energy from Nebraska.

Gov. Heineman said, "LB 1048 marks the beginning of accelerated wind energy development in Nebraska. It reflects Nebraska's commitment to clean energy, energy independence, rural economic development and jobs for rural Nebraska. Together with previous wind legislation, this bill will help in reaching our potential. Wind energy has a bright future in Nebraska."

The Governor also signed several bills on government transparency, abortion and juvenile justice reforms passed during the 2010 session.

"At a time when the national dialogue is more likely to be contentious than collegial, more divisive than unified, our discussions are responsible, respectful and productive," Gov. Heineman said. "We work together for the common good of Nebraska. I am proud of our state and our citizens."
